If you trigger a skill at a point in time when it's tooltip cooldown would have passed, but the server side one hasn't, you will skip that cast. You can use Static Strike in a second CoC setup. Charge it up and get 7 hits per second with Cyclone in the other 6-link. Probably something you should actually do if you play Trypanon anyway.
Wait, you mean if I use my weapon swap to charge it, I can switch and it'll do trypanon damage? Trypanon is a two handed weapon, so you have it ladki pat jayegi as 6-link in addition to the chest.
So long as you use different spells in each 6-link, they will not share cooldowns. It's been said elsewhere that Blade Vortex wouldn't work well with the new fast CoC, but it should work very well with the frequency limited Static Strike. This idea has phenomenal synergy with Champion too, because Blade Vortex will hit before Cyclone, so enemies will be taunted and you wouldn't need accuracy either. Cast On Critical Strike and Cospri's Malice have a listed cooldown of ms, putting a limit on how fast they can be triggered using Cyclone. After some testing, Cospri's and CoC do not overlap in any way I can see - you can trigger both off of the same critical strike and they don't share cooldowns, even for the same skill.
Cyclone hits twice for each "attack", hence x is doubled each time it appears in that equation. Cyclone is a little strange on how it decides to crit but from everything I can tell, it decides to crit once when you start each cyclone, and will either crit every hit on that attack or not crit at all. I believe it snapshots both the hit chance and crit chance when it starts, but I only know about the crit chance for sure, and you should always have a Hits can't be Evaded mod somewhere if you are playing CoC.
The updated information is that the server processes cooldowns during its own internal game loop - which, after some testing and theorycrafting and some other postsI believe runs at 33ms intervals. This means that cooldowns must be integer multiples of the server tick time 33ms. When the cooldown would be a fractional time, it will be rounded up - so for example, the CoC cooldown is listed as ms, but when the server ticks, it ticks at ms 4 ticks and ms 5 ticks - so the cooldown must behave as at least ms.
When you have enough ICRS to reduce the listed cooldown to less than ms, it will have a 4-tick cooldown instead of 5-tick. That said, the sheer power of Cyclone when compared with alternatives, such as Blade Flurrymake it the clear winner. Each time you approach an enemy, activate Cycloneideally clicking close to your character to minimize the distance traveled, affording you more agency to avoid dangerous abilities and ensuring you are not slowed for any longer than necessary.
This build also incorporates skills like Vaal Righteous Fire and Vortex to increase our damage on sturdy targets and bosses. There are plenty of personal adjustments and customizations to be made, if desired, allowing you to adapt the build to further specialize towards a specific style of play. Cerebral use of Flasks is relatively important to maintaining maximum damage and clear speed, as we do rely on The Wise Oak and the Diamond Flask quite heavily to maintain our absurd damage output.

Either way, I'm interested in the responses you get. That's depends on the build to be honest. I didn't do any math, but wiki says the spells cast have a 50ms cooldown. I've never built a CoC character, but I'd guess you'd cast 1 or 2 spells with supports? So, based on your crit chance, hit chance, and attack speed, there is going to a mathmatical point where you'll be throttled by the cooldown. I don't know how it can be determined 2.
I can't really imagine any build getting throttled by the 50ms recharge on the CoC gem. You would have to proc cast on crit 20 times in a single second which includes the chance that you don't crit as well as the chance that you do crit and it doesn't proc. If people are telling you to limit your attack speed for that reason I don't think they're right. There may be another reason though, I won't pretend to know everything.
CoC gives spells 50ms cooldown which means that each spell can proc 20 times per second. It can be a waste in situations where there are many monsters around, but better against small groups. CoC builds problem is usually killing small groups of strong enemies or single target, while killing big packs is ez.
Well for my old barrage build in 1. I'm not sure if cyclone has the same mechanic though, and I'm not sure where the video I saw came up with 2. If enough people say it doesn't matter, more is better, I guess I'll just go for more :. I've looked into this recently, and I've found that the attack speed soft-cap was more for barrage builds than other types of CoC ST, Cyclone, etc. The reason for this is because barrage fires so quickly on its own that if you have faster than 2.
None of this is my own math by the way. Edit: I don't have solid numbers to back this up, but I would imagine it would be difficult to obtain more than 20 hits per second with cyclone or ST. Updated most sections with some choices for the build, including new affixes from 3. Patch Changes. No other changes on items, passives or gems except for the addition of awakened gems. I didn't update it on 3. The nerf made it just a little bit harder to get to the APS cap, but build is still perfectly playable. Cyclone now doesn't make us immune to stun. Moderate nerf for our survivability, but won't be a big difference for the build itself.

I'll try to make it as simple as simple as possible. Still, it's a pretty big explanation, so there's a tl;dr. If you have two Cospri equipped, only the Cospri which attacked will cast the skill. So, if you attack with your mainhand, it'll only cast your mainhand skills, one at a time. That doesn't happen if we have two of the same gem on two Cospri: they'll share cooldown. Since 3. This is quite misleading due to how the servers process information.
In short, server refresh rate is 33ms, and our ms cooldown is adjusted to these frames. To fit our ms, we need 5 frames, which means our cooldown is not really treated as ms, but as ms.
We lose some cooldown in this. To fix this loss, our solution is to apply CRS to reduce our cooldown to fit the cooldown in 4 frames. If we divide 1s by 0. This shows us that by reducing our cooldown to 4 frames mswe also increase the amount of casts per second to a bit higher than 7. With this, we should now aim to attack as fast as we can trigger our COC and Cospris. As we use 2x Cospri, each with up to 7.
The example below shows how it can be a bad option for us. Consider you're using only one Cospri, with our build value of 7. That's the case when you're using only one Cospri, but it shows that if your APS goes over your maximum proc rate just by a tiny bit, you can end up losing a LOT of procs.

Frostbolt shall be placed on the mainhand Cospri. Cold to Fire is the best support for us. Combustion reduces enemies fire resistances, benefitting all of our damage gems.
Ice Nova shall be placed on the offhand Cospri. It can be better for bosses, though. Differently from the original version, in which we had two Ice Nova gems, here we have a third spell on our 6link: Wave of Conviction. As we only deal fire damage, Wave of Conviction will always apply fire exposure, increasing all damage dealt for all skills as we use Avatar of Fire.
You can also remove Fortify from this setup and place on the mobility setup commented below.

I'd say Leap Slam and Faster Attacks are mandatory here. The other two gems are up to you. Leap Slam is highly recommender for mapping because of cliffs and other obstacles. It highly depends on your playstyle. Herald of Ash is extremely strong, clearing packs with its area effect and giving us a "more spell damage" effect. Precision 1 gives us a nice critical strike chance and some awesome Watcher's Eye mods for a 22 mana reservation cost.
Skitterbots will slow and shock nearby enemies, effectively increasing our damage output. Vortex will deal fire damage because of Avatar of Fire, but its AOE will still chill enemies, making it safer for us and increasing our critical strike chance from Cospri affix. Vaal Righteous Fire is here to benefit from Increased Duration. With this change, we lose some "more spell damage", mana regen which we don't really need and chill effect from Vortex and gain some physical damage reduction, which we lack.
I still like Arcane Surge but that's an option if you like it safer and maybe if Vortex lags you. Cospri's Malice : Not much to say about them. Just need to say they're not mandatory to start running the build. Check the leveling section for more info. Both Devoto and Starkonja are pretty good unique options. They both gives us many useful status and the dexterity we need to use Cospri, and are relatively easier to find an enchanted or corrupted one with fire leech. Loreweave and Carcass Jack are some good unique options if you lack currency for a rare chest.
Anyways, the best piece is a rare chest preferably evasion - Assassin's Garb is the best base for more evasion and implicit, but any evasion one will work.
